Resize opens with Photo 35 × 45 mm picked and a box on the photo. Drag the box so your face is in the middle.

The official rules
The European Commission asks for a photo in line with ICAO standards. The embassies give the size as 35 × 45 mm, on a white or light background. The German embassy in London asks for a biometric photo and does not accept digitally altered photos; the Italian embassy in Nairobi asks for a color photo and does not accept scanned or photocopied ones.
How recent
It depends on the country: the German embassy in London asks for a photo no older than 3 months, the Italian embassy in Nairobi no older than 6 months. Check the embassy or visa center where you apply.
What BasePic does
One tap crops your photo to 35 × 45, makes it 413 × 531 pixels and saves a JPG marked 300 DPI, so at its own size it prints 35 × 45 mm. The background, the light and your pose come from the photo you take.
A printed photo
These rules are for a printed photo, so the official pages give no pixel or file size rule. Print it at 35 × 45 mm on photo paper, or take the file to a photo print shop.
