The official rules
For the PR card IRCC asks for a digital photo between 715 × 1000 and 2000 × 2800 pixels, 4 MB or less, as a .jpeg or .jpg file, in color or black and white, on a plain, untextured white background, taken no more than 12 months before you apply.
What BasePic does
One tap crops your photo to the shape of that rule (5 : 7), makes it 1000 × 1400 pixels — inside the 715 × 1000 to 2000 × 2800 range — and saves a JPG under 4 MB. The background and the light come from the photo you take.
Only for the PR card
These rules are from the PR card photo page. Other applications, like the IEC work permit, have their own sizes. Check the page for the application you make.
